Maybe I'm Missing Something
But if this really works, it sounds like nothing but good news to me. General Casey's comment is another one of those things where I'm kind of surprised they needed a study to figure it out.

I think the problem is not that they needed a study to figure it out, but that most of the politicians who are making the policy decisions that are resulting in our current ops tempo could not care any less than they do about the soldiers or their families.
